From 60-70 I would do blazeridge steppes and craft as much as possible because leveling at this point does take a bit longer (or so it seems). As for 70-80, just go to Orr and do some of the DEs and do your personal quest as much as possible as it yields a good amount of experience.
To level 1-80 you'd have to pretty much max out every crafting profession, which can cost anywhere from 10g-25g per discipline just to go from 1-400 (400-500 can easily cost 30g-60g+). Getting to 400 on every discipline should get you close to 80 at the very least. So yeah, you could probably do it with $20, although I wouldn't suggest it.
