Go check fuse F45 under the dash. In addition to the T/H switch, that fuse runs the cluster and a few other things, depending on vehicle configuration. My 2003 F350 V10 instrument cluster stopped working when tow/haul switch activated. Visually checked fuses, looked okay.

The red positive (+) terminal will be close by. Use a wrench to loosen the negative terminal bolt, and then take the negative cable and hold it aside. Keep it off of the battery for 30-60 seconds. Reattach the negative cable, and retighten it using your wrench.
